For Britain, 1797 was very much the worst of times. Financial paralysis, a manpower shortage, unrest in Ireland and the ever-present threat of invasion formed the backdrop to a year of crisis that appeared never-ending to those who lived through it. While newspapers reported calamity after calamity, those in government became almost inured to bad news. In May 1797, the young Pittite politician George Canning wrote a few ironic stanzas to Secretary at War William Windham, urging him to hold a celebration for a âday of no disasterâ:
